The Training Session on Statistics of Shenzhen Foreign Investment Cooperation 2018 was successfully held in the multi-function hall in B district of Shenzhen Civic Center on 15 May. It was hosted by the Economy, Trade and Information Commission of Shenzhen Municipality, undertaken by Statistical Society for Foreign Economic Relations and Trade of Shenzhen (SSFET), supported by Shenzhen Outbound Alliance in accordance to the relative documents issued by the Ministry of Commerce, the National Bureau of Statistics and the State Administration of Foreign Exchange to smoothly carry out annual statistics report of overseas investment projects at the end of 2018, strengthen companies’ understanding of key points of overseas risk prevention, and protect the staff of production and operation in overseas projects.

Representatives from the Shenzhen Branch of the State Administration of Foreign Exchange and the National Security Bureau Shenzhen Branch were invited to share insights in this session. Representatives from nearly a thousand enterprises including Tencent, Hytera, BGI, Kuang-Chi, BYD, Skyworth Group, CIMC, Baoying Group also attended this session.

Given the large number of enterprises registered in previous years, the Session of this year was held twice with same content, in the morning and in the afternoon respectively. The morning session was presided over by Ms. He Zhimei, Director of the Foreign Trade and Economic Cooperation Bureau of the Economy, Trade and Information Commission of Shenzhen Municipality Economy, Trade and Information Commission of Shenzhen Municipality, and addressed by Mr. Xu Zhibin, Deputy Director of the Economy, Trade and Information Commission of Shenzhen Municipality Economy, Trade and Information Commission of Shenzhen Municipality. The afternoon one was chaired by Mr. Qiu Xiaonan, Deputy Director of the Foreign Trade and Economic Cooperation Bureau of the Economy, Trade and Information Commission of Shenzhen Municipality Economy, Trade and Information Commission of Shenzhen Municipality, and addressed by Ms. He Zhimei.

Director Xu expressed his affirmation on the Shenzhen's foreign investment statistics work in recent years, and extended gratitude to Shenzhen enterprises for their active cooperation and participation. In the meantime, he conveyed his hope that all foreign investment enterprises could continue to collaborate actively with the Economy, Trade and Information Commission of Shenzhen Municipality to complete the annual statistics report on foreign investment of this year. The Commission and SSFET pledged to make every effort to provide good services for enterprises.

At the Session, Mr. Chen Zhiren, Deputy Director of Shenzhen National Security Bureau, delivered a speech about foreign-related safety. Ms. Xiong Kangli, Chief Officer of Shenzhen Branch of the State Administration of Foreign Exchange, illustrated the procedures for registering outbound investment stocks. Before the preparation of annual statistics report on 2018 foreign investment starts, Mr. Liang Qiurong, Senior Manager of SSFET Policy Study Department, also expounded on how to complete the report and offered systematic demonstration and guidance.

During the interaction, all participants discussed in a lively atmosphere. Enterprise representatives successively raised various questions related to risk prevention regarding outbound investments and the annual report, and our guests answered them patiently and thoroughly.

The successful completion of this Training Session effectively brought about the establishment of an efficient contact mechanism between the government and enterprises. By hosting training sessions in the past two years, we have set up a WeChat communication platform subscribed by more than 2,000 foreign investment enterprises, which provides constructive and practical guidance for us in offering better services, encouraging companies to explore the international market, preparing for risks in outbound investments and understanding the latest foreign investment policy.
