2018 Shenzhen (Pingshan) - Moscow Economy, Trade and Technology Cooperation Conference
On the morning of June 9 (Russian time), 2018 Shenzhen (Pingshan)-Moscow Economy, Trade and Technology Cooperation Conference was hosted by Shenzhen Pingshan District Government and organized by Shenzhen Outbound Alliance (SOA) at the President Hotel in Moscow, Russia, with the strongly support of the People’s Republic of China Embassy in the Russian Federation.

At the conference, Sun Jian, the Minister Counselor of the Chinese Embassy in the Russian Federation, delivered a speech firstly. Sun mentioned that Shenzhen, as a pioneer city of Reform and Opening-up, has developed rapidly because of the policies. In 2017, Shenzhen has achieved tow trillion yuan in GDP, and has formed a high-tech industrial cluster focusing on electronic information, bio-pharmaceutics, new energy and new materials industries, which has become an important base for the industrialization of high-tech achievements in China and even around the world. Pingshan District is striving to become the eastern center of technological innovation in Shenzhen's “Going East Strategy”. At present, global technological innovation is embracing an era of unprecedented intensive activities, when a new round of technological revolution and industrial transformation is reshaping the global innovation landscape as well as the global economic structure. Pingshan District and Moscow should give full play to their respective advantages and actively promote cooperation in high-tech fields.

Xia Lei, Head of Pingshan District Science and Technology and Innovation Service Department of Shenzhen Pingshan District mentioned in his speech that Moscow is the center of politics, economy, science and culture and one of the most economically vibrant cities. In Shenzhen's “Going East Strategy”, Pingshan District will become a technologically innovative eastern center in Shenzhen. This visit to Moscow is to strengthen communication and exchanges with local government, enterprises, chambers of commerce and associations, so as to actively seek in-depth cooperation in science and technological and industrial fields, and to find complementary advantages as well as shared resources with the aim to build up a sound platform for scientific and technological cooperation between the two cities for achieving mutual benefit and win-win situations.

Dr. Li Meng, Head of Pingshan District Economy and Technology Promotion Bureau, shared his opinion on the industrial environment of Pingshan District in Shenzhen. Dr. Li Meng introduced that Pingshan is an important industrial town in the eastern Shenzhen, with a planned Pingshan Park in the National High-tech Zone covering 51.6 square kilometers, which has four national level industrial bases, cultivating three leading industrial clusters of new energy (automobiles), bio-pharmaceutics, new generation information technology and intelligent manufacturing. In 2017, the output value of emerging industries exceeded RMB130 billion, with a growth rate of 13.6%, and a contribution rate exceeding 80% to economic growth.

In recent years, the governments in Shenzhen and Pingshan District have successively issued a series of supportive policies to promote industrial development and encourage technological innovation. In terms of attracting talents, in addition to the national policy of “The Recruitment Program of Global Experts”, Shenzhen has also launched the “Peacock Plan” and “Pengcheng Scholar Project”; for start-up companies, there are also special supportive policies to satisfy different entrepreneurs’ various needs in periods such as start-up, project research and development, and results transformation.
Subsequently, as the representative of Shenzhen enterprises, Xing Xiuqing, Founder and Director of HiteVision, gave a topic speech followed by Oleg Remyga, Director of China Cooperation Department in SKOLKOVO-Moscow School of Management. Sun Tianlu, Executive Chairman of SOA, also introduced relevant measures given by SOA to assist enterprises during going outbound and explore the international market.
More than 100 enterprises, business associations, universities and other institutions from Pingshan District and Moscow attended this exchange meeting, establishing a sound communication platform for promoting the exchange of technology and industry between Pingshan District and Moscow. The one-on-one exchange was active, effectively helping the governments, enterprises and business associations of the two cities strengthen communication and seek in-depth cooperation in fields of scientific and technological industries. The success of this meeting strengthened the understanding and mutual trust between Pingshan District and Moscow, and laid a sound foundation for further cooperation in terms of economy, trade and science and technology.
